नई दिल्ली। रक्षा मंत्री राजनाथ सिंह ने शुक्रवार को मास्को में कहा है कि शंघाई कोऑपरेशन ऑर्गेनाइजेशन के क्षेत्र में विश्वास का माहौल, गैर-आक्रमता, अंतरराष्ट्रीय नियमों का आदर और मतभेदों का शांतिपूर्ण हल निकालने की जरूरत है। उनका यह संदेश चीन को इशारों में दिया गया संदेश माना जा रहा है, जो पूर्वी लद्दाख में भारत के साथ तनाव के हालात पैदा किए हुए है। जब रक्षा मंत्री भाषण दे रहे थे तो चीन के रक्षा मंत्री जनरल वेइ फेंगहे भी वहां मौजूद थे। इस मौके पर राजनाथ सिंह ने द्वितीय विश्व युद्ध की भी याद दिलाई कि यह नहीं भूलना चाहिए कि ‘आक्रमण की अज्ञानता’ विनाश ही लेकर आती है।
रूस की राजधानी मास्को में एससीओ में मंत्रियों की बैठक के दौरान अपने भाषण में राजनाथ सिंह ने द्वितीय विश्व युद्ध का हवाला देते हुए कहा कि उसकी यादें दुनिया के लिए सबक हैं कि एक देश के द्वारा दूसरे देश पर ‘आक्रमण की अज्ञानता’ सब के लिए विनाश लेकर आती है। राजनाथ सिंह ने ये बातें चीनी रक्षा मंत्री जनरल वेइ फेंगहे की मौजूदगी में कहीं। चीन और भारत दोनों एससीओ का सदस्य है, जो प्राथमिक तौर पर 8 देशों के बीच सुरक्षा और रक्षा के मसले से जुड़े क्षेत्रीय मुद्दों पर फोकस करता है।
इस अवसर पर रक्षा मंत्री बोले, ‘एससीओ के सदस्य देशों, जहां दुनिया की 40 फीसदी से अधिक आबादी रहती है, के शांतिपूर्ण, स्थिर और सुरक्षित क्षेत्र के लिए विश्वास और सहयोग, गैर-आक्रामकता, अंतरराष्ट्रीय नियम-कानूनों के लिए आदर, एक दूसरे के हितों के प्रति संवेदनशीलता और मतभेदों के शांतिपूर्ण समाधान की आवश्यकता है।’
रक्षा मंत्री ने ये भी कहा कि ‘इस साल द्वितीय विश्व युद्ध की समाप्ति और संयुक्त राष्ट्र की स्थापना की 75वीं वर्षगांठ है। संयुक्त राष्ट्र एक शांतिपूर्ण विश्व को आधार प्रदान करता है, जहां अंतरराष्ट्रीय कानूनों और देशों की संप्रभुता का सम्मान किया जाता है और एक देश, दूसरे देशों पर एकतरफा तरीके से आक्रमण करने से बचते हैं।’ इस दौरान उन्होंने आतंकवाद और उग्रवाद के खतरों की भी बात की और इन चुनौतियों से निपटने के लिए संस्थागत क्षमता विकसित करने पर जोर दिया। उनके मुताबिक, ‘मैं आज दोहराता हूं कि भारत वैश्विक सुरक्षा ढांचे के विकास के लिए प्रतिबद्ध है जो खुला, पारदर्शी, समावेशी, नियम आधारित और अंतरराष्ट्रीय कानूनों के दायरे में काम करने वाला होगा।’
